扒手鹏（李子雄 饰）和强（郑浩南 饰）因为和为了凑钱与聋哑女友慧心（罗美薇 饰）结婚的飞贼伟（郭富城 饰）同时盯上了一条项链而不打不相识，项链最终被当地黑道小头目抢走，而三人也结为异性兄弟。因感警察不会被黑道欺负，三人投考警员，而最终只有鹏得以录用，虽然鹏渐渐疏远了两位兄弟，但仍依靠强、伟提供的线索，鹏及时保护了刚正不阿的黄探长（午马 饰），在警队脱颖而出，跟进一步与贪腐的上司合作，除掉了不配合收黑钱的黄探长。另一方面，强为了搭救被黑道绑架的伟，失手杀人，并向鹏自首入狱。不久强出狱，发现女友已被鹏夺走，三兄弟关系的裂痕愈发明显，而鹏阴毒的性格也开始渐渐显露……。For Brian Jones, the Rolling Stones were meant to be a blues band, or at least R&B.
